it was always gray and disabled as I’m familiar with fly.io but I think fly has some sort of ratelimiting
similar cases were reported and resolved manually by fly in past: Certificate stuck at Awaiting certificates - #30 by fightingtheboss
latest state for my certificates is this RSA is still red 
support email replied with “we issued the certificate sucessfully check lets encrypt ratelimits” which is not really useful
