New account marked as High Risk

Hello, I signed up for Fly.io quite a while back and today saw need for it, I signed into the account.
It had a warning saying “High Risk” so I went on the forum and saw that prepaid credit would be fine so i charged up for 25$
I also wrote an email to billing@fly.io. No reply even after 3 hours.
I either want a refund or for you guys to unlock my account. This is a terrible first time experience.
