new account labeled as high risk

Hi, I am trying to deploy on fly but getting high risk account error and failing again and again.
My team lead has given me access to organization and connected payment method. He has also bought $25 credits. But whenever I try to deploy I am getting high risk account error and asking me to add payment method, which my team lead already added.
Please need fix for it, trying from almost a week to deploy.
