Network issues - LHR

Is it possible there are networking issues, possibly in LHR?

We have a Phoenix App that is largely static content with relatively little traffic and no DB.

It runs in LAX and LHR. Some users in the UK have reported random slow page loads over the last 24 hours (10 seconds plus for isolated requests) but logged requests all seem sub 100ms.

We have some external monitoring that runs from various locations that also seems to correlate with this but only when probing from the EU which again is leading me to think this is a localised networking issue outside of our control rather than an App specific latency.
