Legacy hobby plan pricing

Hi there,

I’m slightly confused as to Fly.io’s pricing updates. I’m on a Legacy Hobby plan but cannot seem to create an App (with the base spec machine - shared-cpu-1x, 256MB RAM) without entering credit card details.

I am 99% sure this didn’t use to be the case and I could have an app running without submitting card details.

Has anything changed or am I misremembering?
