Are there any policies that concern what sort of content may be hosted on fly?

That answers most of my questions. I’m looking to run a seedbox for user created content and maybe supporting a few Linux distros. The bandwidth consumpion on free trial bit concerns me. I don’t expect to to have too many users, but the wording there is puzzling. If I cross bandwidth limits, won’t I just be billed for it?
That’s outdated, yes. There’s no “free trial” anymore, you’ll just pay for the bandwidth you use.
