Clarification Needed on IP Address Distribution After Rate Limiting

I wanted to bring up an issue I noticed in my setup:

Previously, I was receiving over 100 IP addresses in my setup. However, after Fly.io implemented rate limiting, I am now only receiving exactly 100 IP addresses. Could you please clarify if this behavior is expected or if there’s an issue caused by the rate limiting?
