Can't migrate free app to v2

When I try to run fly migrate-to-v2 on my app, I get the following:

Error: input:3: lockApp We need your payment information to continue! Add a credit card or buy credit: Sign In · Fly

Why do I need the card? I’ve been using the service without it but for some reason this error comes up when I upgrade.
