Unexpected Charge for Stopped Machines RootFS on Invoice

I recently reviewed my invoice for the period from May 1 to June 1, 2024, and noticed a small charge of $0.01 for “Stopped Machines RootFS,” which I’m a bit puzzled about. I am under the impression that my current usage, particularly under the Hobby Plan, should fall within the free tier, including resources like CPU and bandwidth, all of which were billed at $0.00.

Can someone help me understand what the “Stopped Machines RootFS” charge encompasses? Specifically, I’d like to know if this is a standard fee for storing data for non-running VMs or if there might have been an error in billing.
