Unable to deploy to lhr - insufficient memory

First up I’m on the hobby plan, and have 1 app deployed (2 instances + 1 Postgres instance) all in the lhr region.

For the past couple of days I’ve been unable to deploy a new version, getting the error “ Error: failed to update VM 148edd1f12d678: aborted: could not reserve resource for machine: insufficient memory available to fulfill request”

I tried rerunning my GitHub action to deploy again, and it updated one instance, but the other is still on a previous release.

If I upgrade to a paid plan, will this stop it happening now and in the future? This is just a toy app, with just me using it, so nothing mission critical, and to be honest probably not (at present) useful enough for me to justify dropping $29 a month on.
