Outbound connections are failing more often this week (7/30/2025)

I’m seeing a lot of outbound HTTP requests from my app fail this week. In the past year I haven’t seen any fail that I’ve noticed. Now about 25-30% fail. It fails with one of two messages:

Connection was closed before full request has been made.
Resource temporarily unavailable. Additional info: Try again

I also had one domain resolution fail when trying to reach an S3 bucket.

The machine with the problems is in the ATL datacenter. Is something going on with networking there? Was a change made within the last 7 days that could explain this?

Now the percentage is approaching 80% or more. What can I do to debug this?
