I want to make use of the free tier, but AFAIK that’s only possible in the personal org.

You need to contact billing@fly.io.
If your account was new, then you you would have received a $5 sign up credit for usage. Once that credit is used up, you’d be on the $5/mo Hobby plan. There is no free tier.
