How Do i scale an app down without adding a credit card?

i’m trying to scale down an app i just created, by default the app was allocated to a micro-2x instance, i wanted to scale it down to micro-1x using the following command:

flyctl scale vm micro-1x

however i got the following error:
Error We need your payment information to continue! Add a credit card: https://web.fly.io/user/billing

I just scaled it to a micro-1x for you. Generally scale commands require a credit card, but scaling down seems reasonable.
