When I try to deploy my apps they gets stuck at this point:

I have running app that somehow is unavailable for last hour. I found some info it is deploying and it is showing same freeze you describe.
It is in Frankfurt

Yes, in Frankfurt.
My work-around was to copy all files into a new project and delete the old project.
Fly deployed the new project just fine.
