Connection to PG failing on multiple apps on different orgs

I started having issues with PG timing out on multiple apps a few minutes ago without any new deployments or config changes.

PG::ConnectionBad: could not connect to server: Connection timed out
	Is the server running on host "*" and accepting
	TCP/IP connections on port 5432?

Listing machines for the pg app gives back a name but no info

A single server in the iad region had a network-hardware failure, taking it offline from 2023-02-13T22:00:00Z2023-02-14T00:03:00Z. The server is back up and running again and no data was lost, but any volume-mounted apps hosted on that specific server (including single-node postgres apps) were temporarily unavailable during the failure. Sorry for the inconvenience!
