Unable to scale (even to zero), list volumes ("failed to list volumes")

I am unable to deploy, scale machines (even to zero) or list volumes in the CLI or the Fly.io Dashboard. In the CLI, I get an error message when I run fly list volumes that says Error: failed retrieving volumes: failed to list volumes: request returned non-2xx status, 500.

After about 10 minutes, this has started working again.
