New apps started up today (Jan 21) stuck in pending

I had 2 apps I scaled down to count 0 due to a migration a week ago, and when I scaled them back up today, they got stuck in pending.

Here’s output from running fly --app=<name> status on one of them which I tried to move to hkg region to see if it would get it out of it’s current rut:

UPDATE: The app I moved to hkg started up properly, so this is likely an issue scoped to sin
