Machines in NRT region dead, can force remove them, but not create new one

My machines in NRT region are dead, can remove them (only with --force flag), but not create new one.

This is the error I get:

Error: failed to launch VM: aborted: could not reserve resource for machine: insufficient memory available to fulfill request

Weird, because everything is green on the status page.
