I wanted to switch from a private IP to a public IP to avoid the billing that will occur on my app but I no longer have access to my account, I have a message telling me that there is a technical error.

If you contacted billing@fly.io and explained that you can’t access your account to change to a shared IPv4 address, then you will get a reply from them about that.
