Is there still a policy on waiving invoices less than $5? (After the changes in October 2024)

I wonder if after the billing / plan changes in October last year, there still is the rule of waving invoices that are below 5$? I am referring to what is described in this answer:

Well, in that case the new changes to the plans in October 2024 do not apply to you, so the answer does not help me unfortunately.
