fly deploy fails with machine not found

I have read past posts and applied previous recommendations, checked LOG_LEVEL, fly doctor, updated the cli, wait-timeout, enable wireguard websockets, changed region, destroy builders, fly launch new app, nothing seems to work the error is always the same:

Any recent update ab out this?
