Doubts regarding free-tier

I’m here to deploy a side hobby project of mine, a webhook based discord bot that pings a active steam gaming server and posts results on discord every 10mins. I will use this bot only on my own discord server. Will the free tier be suffice for this?

When will I know I’m over the free-tier limits? If I understand correctly, I will get billed only if I select higher tier CPU/RAM right?

PS I will be using docker to deploy it.

Free tier can do a lot more than that. Yes billing only happens if you are running machines that cost money or you exceed 5 free hosts in an org. Bills under $5 are waived.
