Confused newbie with Free Tier plan

I’m running a Vaultwarden instance with the

Up to 3 shared-cpu-1x 256mb VMs
3GB persistent volume storage (total)
160GB outbound data transfer

It consuming just 74 out of 256MB RAM and 422MB on RootFS
Is it free or I will be charged ? I’m a student I don’t have money to pay for that.
And also is it FREE for Lifetime if I stay below the limit ??
