confirm your payment method error in organisation page

getting error: confirm your payment method to keep using our platform.
context: created new user and added it to an organisation (having billing already), when login in with the user and switching to the organisation page getting that error and while launching an application getting–unlock account by confirming payment.

Do every user needs to have payment methods attached while working with an organisation?
