Suspend app with flyctl scale count 0 which I read is the new suggested way to suspend does not work if you have no payment info.

Why is payment info needed to shut down an app?
We don’t allow suspended apps on organizations with no credit card. It’s not intuitive, but suspended apps still consume resources.
Right now, you would need to delete the app entirely instead of suspending it.
