When hosting an app in the arn region, why does tools such as Mullvad and Maxmind (used by Cloudflare) determine the region to be in the United States instead of Sweden? How do I get around this issue?

That’s probably because fly.io is a US company so their IP addresses get tied to US by those databases.
Well not all of them. I’ve tested setting up the same app in the AMS region as well and that gets correctly identified as being in the Netherlands, not the US.
Same thing with the WAW region, it gets correctly identified as being in Poland
