A bunch of apps suddenly went into pending status with no instance.

Hello,
we are having problem with our pg apps where some of them doesn’t have instance,
for example here are some logs and status information of one of them.

fly status -a database-clone
App
  Name     = database-clone          
  Owner    = quarksgroup             
  Version  = 2      
  Status   = pending 
  Platform = nomad                   

Instances
ID	PROCESS	VERSION	REGION	DESIRED	STATUS	HEALTH CHECKS	RESTARTS	CREATED

there three of them that has the same problem, any help would be much appreciated.
