What is with the odd tcp_checks configuration in websockets example?

Referring to WebSockets and Fly · Fly

[[services.tcp_checks]]
    interval = 10000
    timeout = 2000

What is the reason it is suggesting this (if I am reading it right) 166 minute interval and 33 minute timeout?
