when i want to restart the app via fly io dashboard the site cant be opened

Fly io dashboard is now working
But my web still ssl handshake failure
the web of fly io not working in some of my devices

all my apps (6 different app) cannot be accessed right now , im not sure wether is this ISP Issue or cloudflare issue or fly issue
when i try to scale outside region SIN here is the current information

i cant open fly io dashboard via laptop ( my phone are able but idk, it did use the same wifi)
my uptime robots notify all my web is down
some users are still able to open my app , most are not
all my app live in region SIN with shared machine
the error is SSL Handshake failure (with few reload sometimes i able to open the web)
at first i thought my app need reload but its not working, then i though memory / cpu insufficient i upgrade some of my apps spec but still nothing (via phone since my laptop cant open the fly io web or even do fly cli command )
im using 1.1.1.1 dns and vpn
same issue here, machines based in SIN - only affecting some machines on some apps though.
now everything work fine
