Is there a way to use the balanced autoscaling strategy and set a max per region?
There isn’t! Balancing and max-per-region are pretty much incompatible in our current system. We are going to be rearchitecting dynamic scaling sometime and I think we’ll have a better system in place that might answer some of these questions.
