Hm… As far as I know, the rate limits are per second, so I don’t really see much scope for things for them to reset behind the scenes…
Machines API rate limits apply per-action, per-machine and are scoped per identifier. That might be Machine ID or App ID, depending on the type of request. The limit is 1 request, per second, per action (i.e. Create Machine, Start Machine etc.) — with a short-term burst limit up to 3 req/s, per action.
Usually when people notice rate limits mentioned in their logs, it’s a symptom and not the underlying cause. For example, the Machine itself might not be able to start, due to a capacity crunch.
