Getting this error when launching an app. Status page shows no issues with bom. The app launches perfectly in other regions like sjc.
Yep, that region has run out of capacity. You need to engineer your app / scaling so that it can fallback to nearby regions.
(I agree that the status page could do better in this regard, but your scaling should retry in different regions automatically; the status page of course is just for human consumption.)
