Fly does have some DDoS protection.
But yeah you can use Cloudflare on top of that.

Been running a toy service on Fly and never saw DDoS except for the one time when I deployed an open-for-all http proxy. Got an email about it from Fly suspecting unusual bandwidth usage, and that was the end of that experiment.
Yes, but that adds extra hop (and another variable to your stack which might affect uptime). If the responses are highly cache-able, then it doesn’t hurt as much to use Cloudflare. Otherwise, it is wasteful in one sense.
