Bill clarification: Under 5 USD of usage, bill charges are waived?

I have 2 organization in my fly account , The personal and phonoria organisations.

The personal had usage detection so far roughly 0.30 dollars, and i have charged 0 dollars in bill like wave off

But in case of phonoria, usage was 0.71 dollars, i didn’t receive the wave off, the same 0.71 is there in the bill to be paid.

Isn’t any bill under 5 dollars, are waved off ?

The under-$5 waiver applies only to your personal organization. Additional organizations you create are not eligible for the waiver.
