Unable to scale memory: You are not allowed to create machines

Hi team, thanks for the great service, I’m a Hobby Plan user, and running a simple rails application (just in the development stage), I’m getting oom issue every time I try to ssh to the rails console, so I think I’m going to scale the memory, and then I get this error:

“Error could not stop machine xxx: failed to update VM xxx: You are not allowed to create machines”

Could you please help me understand what the issue is here? Do I need to switch to the Launch Plan to scale the memory?

BTW I just migrated the app to v2, not sure if this is related.

I want to add that I can not do deploy too, same error, had to migrate back to v1.
