New app with new DB just disconnects on CREATE postgis command

Try running fly machine status 5683076c12d28e and see what the exit event says. This sounds like it might be an OOM to me.

The initial CREATE EXTENSION statement crashed the DB due to OOM, so I ran fly pg restart and tried step 1 again, which worked
