Machines constantly scaling up and down after enabling auto_stop_machines

Machines being scaled to 0 even with `min_machines_running = 1`

We have an app that is configured like: primary_region = "lhr" [http_service] internal_port = 3000 force_https = true auto_stop_machines = true auto_start_machines = true min_machines_running = 1 And with additional machines created in two other regions. We frequently find it scaling to 0. Is that expected?
