# Error Can't create volume, application is already using 1 of 1 zones in lhr

Hi, I’m getting an error when trying to create a new Postgres cluster in lhr:

```auto
⋊> flyctl pg create --name selleck-db-dev --region lhr 23:49:26
? Select organization: xxx
? Select VM size: shared-cpu-1x - 256
? Volume size (GB): 10
Creating postgres cluster selleck-db-dev in organization xxx
Launching...⣟
Error Can't create volume, application is already using 1 of 1 zones in lhr

```

I’ve found [other posts](https://community.fly.io/t/error-cant-create-volume-application-is-already-using-1-of-1-zones-in-fra/2330) about the same error in other regions but couldn’t find anything I could do to fix it 😕
