Account still blocked as "high risk" after completing high-risk-unlock verification

My account was flagged as high risk. I completed the verification at Sign in to Your Account · Fly and it confirms “Account unlocked! Your account is unlocked.” — but every mutation still returns the high-risk error, hours later:

  • flyctl orgs invite → “Your account has been marked as high risk”
  • flyctl deploy (depot builder) → 403, same message
  • flyctl deploy --depot=false → same
  • flyctl deploy --image → “failed to create release (status 403)”, same message
  • Request ID from the release attempt: 01KXWBJ3RQE74GNE14M92PDAEK-ord

I’ve re-run flyctl auth login (fresh token, no change), and the account has a valid payment method on both the personal org and the org. This runs a production app (clearams) and I currently cannot deploy fixes. Could someone check why the flag didn’t actually clear?
